What happens if my renewal is late?
You will be charged a late renewal fee.
What if my license is expired?
If your license has been expired for more than 1 year, your license has been canceled and you must re-apply and take all the necessary exams.
What happens if my renewal is late?
You will be charged a late penalty fee. Renewals are sent to each licensee as a courtesy reminder. As a professional license holder it is your responsibility to keep your license current at all times.
If your license is expired for more than 1 year, your license will be cancelled and you must re-apply and meet current licensing requirements.
If your license is expired or canceled, you are considered to be unlicensed and may be working illegally.

• Mailing address — If you are changing your mailing address only, you may mail, phone, email, or fax the Cosmetology Program with your address change. There is no fee to change your mailing address. For all mailing address changes, please send us the following information:
For salon/shops, include your business name and Unified Business Identification (UBI) number or tax registration number
• Business location address — If you are changing the location address of your salon/shop or school you must complete a new license application and pay an application fee.
I’m moving and am currently licensed in Washington State. How do I obtain a license in another state?
Contact the Cosmetology Board in that state. For a listing of state boards and email addresses, go to the National-Interstate Council of State Boards of Cosmetology (NIC) website at nictesting.org and click on “Links to state board sites and email.”
Most states require verification or certification of licensure from the state in which you currently hold a license. To request a verification/certification, mail the following to us, and we will mail the verification/certificate directly to that state:
What forms of payment do you accept?
If you are renewing online we will accept a Visa or MasterCard debit or credit card for payment.
All other payments must be made with a check or money order made payable to “State Treasurer.”
When can I start working?
You can start working after you have received the appropriate license(s). The law requires all licenses to be posted. A license will be issued after we have received all required documents and fees (where applicable).

The main ways to prevent staph infection are to wash hands and care for wounds properly. For the sake of your customers and your own health, please wash hands between clients and do not perform services on anyone who displays symptoms of staph.
Staph or MRSA infections in the community are usually manifested as skin infections, and occur in otherwise healthy people. Mild staph infections may look like a pimple or boil and can be red, swollen, painful, or have drainage. More serious infections may cause pneumonia, bloodstream infections, or surgical wound infections. Staph is most often passed from person to person through direct contact with skin; it can also be transmitted through contact with contaminated items.

The Department of Licensing (DOL) cosmetology, manicure, barber and esthetics inspection program has been in the process of developing a web based inspection system for the last two years. The inspectors began using the system in the field at the first of June and are thrilled with the results. Features of the on-line inspection system include: access to the DOL licensing system, paperless inspections and audits, and on-line directions to locations that will increase safety and time for the inspectors. In addition, it will print reports that show trends of deficiencies and also will enable the department to develop an At-Risk-Inspection program.
The inspectors will be checking for the following in the salons and schools:
• All locations must have a dispensing sink with hot and cold running water. Dispensing sinks are used for mixing chemicals, and disinfecting supplies, tools, equipment, and other materials. Dispensing sinks must be labeled “not for public use”.
• On-site laundry facilities must be maintained in a sanitary condition.
• Single use hand soap and disposable or single use hand drying towels for customers must be provided.
• Use of bar soap or a common towel is prohibited.
• Creams and lotions must be dispensed using a disposable, or sanitized and disinfected applicator, and liquids must be dispensed with a squeeze bottle or pump.
• Wash hands with single use soap and or hand sanitizer and disposable or single use hand drying towels after restroom use and before providing service to each client.
• Waste containers must be emptied, sanitized and disinfected daily.
• After service on each client, hair and nail clippings must immediately be placed in a closed covered container.
• All chemical substances, including paraffin wax must be dispensed from containers in a manner to prevent contamination of the unused portion.
• Paraffin wax must be covered when not in use, and maintained at a temperature specified by the manufacturer’s instructions.
• Licensees using chemicals or chemical compounds in providing services to clients must store the chemicals so as to prevent fire, explosion, or bodily harm.
• Flammable chemicals must be stored away from potential sources of ignition.
• Chemicals which could interact in a hazardous manner such as oxidizers, catalysts, and solvents, must be stored per manufacturer’s instruction.
• All chemical, flammable, toxic or otherwise harmful waste material must be deposited in a closed container at the conclusion of each service on a client and removed from the premises to a fire retardant container at the close of each business day.
• All non-chemical waste related to the performance of services must be deposited in a covered waste disposal container. Containers located in the reception or office area, which do not contain waste relating to the performance of services, are exempt from having covers.
• Outer services of waste disposal containers must be kept clean.
• Licensees must have both sealable plastic bags and sealable rigid containers available for use at all times services are being performed.
• All tools and implements, including reusable skin cleaning sponges and skin care bowls, must be sanitized and disinfected or disposed of after service on each client.
• All sanitized and disinfected tools and implements must be kept in a sanitizer or closed non-airtight container.
• All disinfecting solution must be kept at manufacturer recommended strengths to maintain effectiveness, be free from foreign material and be available for immediate use at all times the location is open for business.
• Nail files, cosmetic make-up sponges, buffer blocks, sanding bands, toe separators or sleeves, orangewood sticks, and disposable nail bits which have not been approved for disinfection and reuse, must be given to the client or discarded after service on each client.
• All tools and implements used within a field of practice must be disinfected after service on each client in the following order:
• Tools and implements without sharp edges or points, including but not limited to combs, brushes, rollers, rods, etc., must be totally immersed according to manufacturer’s instructions.
• Clips or other tools and instruments must not be placed in mouths, pockets or unsanitized holders.
• A client’s personal tools and instruments must not be used in the establishment except when prescribed by a physician.
• Disinfecting electrical tools:
• New and/or sanitized and disinfected tools and implements must be stored separately from all others.
• Roller storage receptacles and contents must be sanitized and disinfected and free of foreign material.
• Storage cabinets, work stations and storage drawers for sanitized and disinfected tools and implements must be clean, free of debris and used only for sanitized and disinfected tools and implements.
• Storage of used tools and implements that are not in a labeled drawer or container is prohibited at the workstation.
• Storage of used tools that are not in a labeled drawer or container is prohibited at the workstation.
• The headrest of chairs must be sanitized and disinfected after each shampoo, kept in good repair and in a sanitary condition at all times.
• Shampoo trays and bowls must be sanitized, disinfected and covered with sanitary linens or examination paper, which must be changed after each service on a client.
• Walls and ceilings must be clean and free of excessive spots, mildew, condensation, or peeling paint.
• All liquids, creams, and other cosmetic preparations must be kept in clean and closed containers.
• All bottles and containers must be distinctly and correctly labeled to disclose their contents. All bottles and containers containing poisonous substances must be additionally and distinctly marked as such.
• When only a portion of a cosmetic preparation is to be used on a client, it must be removed from the container in such a way as not to contaminate the remaining portion.
• Pencil cosmetics must be sharpened before each use. Sanitize and disinfect or dispose of the sharpener after service on each client.
• Clean towels or linens must be used for each client in all services. Towels and linens must be sanitized and disinfected with a product that is labeled 10% bleach solution or the equivalent.
• No establishment may have on the premises cosmetic products containing hazardous substances which have been banned by the U.S. Food and Drug Administration for use in cosmetic products. Use of 100% liquid methyl methacrylate monomer and methylene chloride products are prohibited. No product must be used in a manner that is disapproved by the U.S. Food and Drug Administration.
• Prohibited Instruments or Practices:
• The establishment must have a restroom available. The restroom must be located on the premises or in adjoining premises, which is reasonably accessible and must be kept clean, sanitary and in proper working order at all times.
• Licenses, the consumer notice, the apprentice salon/shop notice and the most current inspection form shall be posted in direct public view.
• Original operator licenses with an attached current photograph shall be posted in clear view of clients in the operator’s work station.
• School, instructor, salon/shop and mobile unit licenses shall be displayed in the reception area.
• Personal services shall display their licenses and consumer notice in direct view of their client.
• No license which has expired or become invalid for any reason shall be displayed by any operator, instructor, or business in connection with the practice. Licenses issued by another state, territory, or foreign country shall not be displayed in any salon/shop.
• A receipt, issued by the department of licensing for a duplicate license may be used if the original has been lost, stolen or otherwise destroyed until the duplicate license is received.
• Facility must have an outside entrance.
• Facility must be in compliance with current code as evidenced by a satisfactory inspection report provided by the Fire Department.
