Excerpts from the November 10, 2008 Cosmetology, Barbering, Esthetics and Manicuring Advisory Board Meeting Minutes held in Vancouver, Wash.

Anne Martin discussed the importance of board members to fully engage in their positions on the board, representing the profession that they were appointed for and making contributions on behalf of that profession.
Sylvia Garcia and Anne Martin will be working on the bylaws over the next few months and will be bringing a draft of them to the January board meeting for comments and review. These will include requirements for board member terms and their staggered expirations, Board member expectations, new board member training and other items.
Deborah Roope announced that Washington won the vote to host the 2010 NIC Annual Conference.
November 2008-12 member salons
Deborah Roope presented on the DL Roope Administration process and history. She covered the need for the decision to either take off or leave in the lip waxing procedure. Most states have voted to have it taken out because it is very similar to the brow waxing.
Kathleen Sather asked if there was only facial waxing in the exams. Deborah stated that there are other exams that can be used for body waxing. Kathleen noted the concern of burning and tearing of skin that wouldn’t be addressed with a simulated product like play dough or honey for an exam.
Deborah stated that they are expected to treat the simulated substance as though it were the hot wax. The board stated that they didn’t believe the lip waxing was necessary.
Susan Colard will take this back to the Department for discussion and will send an email to DL Roope Adminsitrations with the final decision.
Anne Martin asked the reason why they could not use actual wax in the exam. Deborah explained that the handling and application of the product did not warrant the need for using actual wax.
Sylvia Garcia commented that DL Roope Administrations always work for the benefit of the student in their processes. They are very professional and helpful whenever she or her students had worked with them.
Deborah Roope also proposed the barber exam has non-critical areas of blow drying and thermal that could be taken out. Most states have taken those out of their exams. She reasoned that the reciprocity of the exam is available still if the 3 critical areas are addressed in the exam.
Susan Colard stated that due to those areas being specified in the curriculum section of the law that it may not be as easy to redact. This will be an agenda item for the January meeting.
The Cosmetology exam also has a few non-critical areas: the basic facial and manicure that the State could choose not to use. Again, most states choose to only use the critical areas. The exam is taking four hours currently.
Next School Overview is scheduled for 2009.
The Board would like to know the position of the Department on the licensing of braiding. Deborah Roope explained that the NIC offers a national exam called Natural Hair Braiding. Anne Martin requested on behalf of the Board that due to there being a national exam, there is a need for licensing on braiding and this should be noted and told to the Director.
October 1, 2008 the Department stated its position that the procedure of fish pedicures would not be allowed due to the inability to sanitize the fish. The Department of Health has responded as well stating that it is not safe due to the transmission of diseases.
The Department of Licensing had a conference call at the NIC annual conference for a vote of support to not legalizing fish pedicures. They were not ready to do so until they consulted with their legal advisors.
