Independent Contractor violations have increased considerably over the past year. Many of you may not understand when an Independent Contractor license is needed. The simplest way to determine whether you need an Independent Contractor license is by looking at your paystub or simply asking; are taxes withheld by your employer? If taxes are not withheld, and your employer gives you a 1099 form at the end of the year for tax purposes, you are considered an Independent Contractor.
As an Independent Contractor, you are required to have both your valid managing license and your valid IC license displayed in the salon. Failure to have all of the required licenses will result in violation(s) and, quite possibly, fines being imposed against your license(s).
Just as a licensed driver is responsible for knowing and obeying Ohio traffic laws, Board licensees are responsible for knowing and complying with cosmetology laws and rules. Chapter 4713 of the Ohio Revised Code and the Ohio Administrative Code contain all of the laws and rules that govern cosmetology in Ohio.
On July 17, 2009 the maximum fine amounts that the Board can impose for a violation have increased as follows:
Although the Board may impose a fine against a license for violating any of the Ohio cosmetology laws or rules, current policy imposes a fine only for the more serious types of violations including expired licenses, lack of tanning certification, and failure to complete continuing education.

In an effort to keep license fees low, use less natural resources and to increase efficiency, the Ohio State Board of Cosmetology has implemented a paperless office system.
